Prize games, wager-free spins, cashback and deposit matches from Finnish-facing casinos, checked against published terms. Wagering first, headline second, and the licence on every card, because in Finland it also decides tax.
Headline caps make great banners. What decides a bonus is how much you have to bet to unlock it, and how fast the casino pays you once you have. Two charts, every casino on the list.

Online casino in Finland works differently from most of Europe, and four facts shape every page in this section.
The monopoly. Veikkaus holds the gambling monopoly in mainland Finland until 30 June 2027. No casino on our list holds a licence under Finnish law; each states a licence from elsewhere.
The reform. The new Gambling Act takes full effect on 1 July 2027. Online casino then moves to licences for private operators, supervised by a new Finnish Supervisory Agency. Our law guide sets out the dates.
The tax rule. Under current rules, winnings are tax-free for Finnish residents when the casino holds an EEA licence. Elsewhere they are taxable income. The winnings tax guide has the detail.
The payments. Most Finnish-facing casinos run Pay N Play: your bank login through Trustly or Zimpler replaces the sign-up form, and payouts go back to your own account.

Hype’s Estonian licence is reported with low confidence, and one source puts Luottokasino under Tobique rather than Curaçao; neither changes its row in this table.

What Finnish-facing casinos offer
Big deposit matches are the minority here. The casinos lead with wager-free bonuses, first-deposit prize games and daily cashback, which often beat a match per euro. A worked example: a 100% match at 40x on deposit plus bonus turns a €100 deposit into €8,000 in bets, costing about €320 at a 96% slot return. A wager-free spin batch costs nothing to clear. The welcome bonuses and free spins pages run the same maths on every offer.
Payout speed is the other Finnish measure. Most casinos here publish withdrawal times in minutes, compared on the fast payout casinos page. Small first deposits, down to €1, are on the low deposit casinos page, and the 2026 launches on the new casinos page.
Playing safely
Every offer in this section is for players aged 18 or over. Set a budget before you deposit, use the deposit limits in the cashier, and treat a bonus as paid playtime, not income. If play stops being fun, Peluuri’s free helpline is 0800 100 101, and more help is on our responsible gambling page. How we rate explains our scores, and the affiliate disclosure explains how we’re paid.
The casinos here accept players from Finland and state licences from Malta, Estonia, the Isle of Man, Curaçao, Tobique or Anjouan. None holds a licence under Finnish law: Veikkaus has the monopoly in mainland Finland until 30 June 2027. Our sources found no rule that penalises the player; enforcement targets operators and promoters.
Are my winnings tax-free?
Under current rules, winnings are tax-free for Finnish residents when the casino holds an EEA licence, in practice Malta or Estonia. Winnings from Isle of Man, Curaçao, Tobique or Anjouan casinos are taxable income. From 1 July 2027 the EEA exemption is expected to narrow for operators without a licence under the new Act.
What is a prize game?
A first-deposit draw: a wheel, a scratch card or a bonus game. The figure we show is the top prize, labelled 'Prize game: up to', because most results are much smaller. Many prize games pay their winnings without wagering.
How does Pay N Play work?
You deposit through Trustly, Zimpler, Brite or Trumo with your Finnish online banking credentials. The bank confirms who you are and the casino creates your account from that, with no sign-up form. Withdrawals go back to the same account. It is not anonymous.
How do you check the offers?
We read each casino's published terms where they are reachable and cross-check them against Finnish sources. Where sources disagree or confidence is low, we say so. We don't test offers with deposits. The check date is on every card.
Where can I get help if gambling becomes a problem?
Peluuri's helpline is free on 0800 100 101, weekdays 12:00 to 18:00, and you can stay anonymous if you wish. It also runs a chat and the online Peli poikki programme. Our responsible gambling page has more.
