Law and licensing
Online casino law in Finland sets out where things stand in November 2026: Veikkaus holds the monopoly in mainland Finland until 30 June 2027, the new Gambling Act opens online casino to licensed private operators from 1 July 2027, and payment blocking and marketing rules already apply. It explains what each step means for a player, what is confirmed and what is still open.
Tax on winnings
Casino winnings tax in Finland explains the EEA rule. Under current rules, winnings are tax-free for Finnish residents when the casino holds an EEA licence, which for the casinos Finns use means Malta or Estonia. Winnings from Isle of Man, Curaçao, Anjouan, Kahnawake or Tobique casinos are taxable, and a 2026 court ruling changed how they are counted: per playing session, not per spin. The guide also covers the change expected from July 2027.
🧮 The maths behind every offer
Most bonuses come back to one idea: wagering has a cost. The curve shows the expected value of an illustrative €100 bonus as the multiplier rises.
🧮 How wagering eats a €100 bonus
Illustrative: expected value of a €100 bonus-only offer at 96% and 97% RTP
At a 96% slot return, each €100 bet costs about €4 on average. Clear a €100 bonus at 25x and you’ve bet €2,500, costing about €100: the whole bonus. Below that multiplier there’s value on paper; above it, the bonus is paid playtime. The matches on our welcome bonuses page count 30x or 40x on deposit plus bonus, which is why wager-free bonuses and cashback often win per euro.

FAQ
Which guide should I read first?
The winnings tax guide, if you already play. Whether your winnings are taxable depends on the casino's licence, and that is the single fact most players in Finland want to check. The law guide explains the background: the Veikkaus monopoly and the 2027 reform.
Is this legal or tax advice?
No. The guides summarise what law firms, trade press and official sources reported as of November 2026. Your own situation may differ. For anything involving large amounts, ask the Finnish Tax Administration or a qualified adviser.
What changes on 1 July 2027?
Finland's new Gambling Act takes full effect. Online casino moves from the Veikkaus monopoly to a licensing system for private operators, a new Finnish Supervisory Agency takes over supervision, and the tax rules for winnings from operators without a licence under the Act are expected to tighten.
Is there a tool to do the bonus maths for me?
Yes. The wagering calculator takes a bonus, a deposit and a multiplier and shows the total bets and the expected cost at typical slot return rates.
